Every city, country, every government are sitting on a goldmine of hidden public assets. Professionally managed, these could help pay for climate transition, housing, and other infrastructure – without using taxes. Governments around the world face pressure on their finances. Dag Detter will show that by reassessing the potential of the commercial assets on their balance sheet, most notably real estate, they can bring about transformative change. Dag Detter has unrivalled hands-on experience, backed up by academic data and research, to demonstrate this is an invaluable tool to boost the economy and economic growth.

As President of Stattum, the Swedish government holding company, and a Director at the Ministry of Industry, Dag led the restructuring of the Swedish government’s USD 70 billion portfolio of commercial assets, the first attempt by a European government to systematically address the ownership and management of government enterprises and real estate. It resulted in divesting almost a third of the portfolio, mainly non-core businesses to allow for investments within the main business of each holding. This resulted in the value of the portfolio outperforming the local stock market two years in a row.

The portfolio consisted of more than 60 companies and 200 thousand employees. The three-year project included restructuring of Vattenfall, the national electricity company, Posten, the national mail, and logistics company, and Telia, the telecom incumbent – ultimately listing it on the Stockholm Stock Exchange, AssiDomän, one of Europe’s largest listed forestry, paper and packaging groups; the restructuring and subsequent sale of Celsius, one of Europe’s largest listed defence groups; and the transformation of SJ into one of the most profitable rail operators in Europe. Other significant initiatives included the three-way merger of the listed companies constituting SAS, the national airline controlled by the three Scandinavian governments, as well as the sale of the USD 2 billion shareholding in Pharmacia & Upjohn listed on NYSE.

Dag Detter has worked in over 30 countries as an investment banker and an advisor and served as Non-Executive Director on a range of boards of private and public companies. Dag Detter is the author of ‘The Public Wealth of Nations’ – The Economist’s and Financial Times Book of the Year, and ‘The Public Wealth of Cities’ as well as the ‘The Art of Losing Four Trillion – as case study of Sweden’.
