Biography

Dr. Raed Mohammed BenShams is a distinguished leader and a renowned expert in public administration and management. He has devoted his 39-year career to advancing the Kingdom of Bahrain’s development goals through his involvement in various fields, such as capacity building, youth empowerment, policy making, service delivery, public innovation, talent management, and ethical leadership. He has initiated and led many successful projects at local, regional, and international levels, earning him a reputation as a trusted and respected authority in his domain.

Dr. BenShams is the current President of the International Institute of Administrative Sciences (IIAS), an influential organization that comprises four international entities, 54 state members, and numerous academic and practitioner corporates from around the world. He was elected for the second consecutive term in recognition of his remarkable achievements in reviving the organization from financial crisis to generating surplus.

Dr. BenShams has been appointed as the Advisor for the Minister of Cabinat Affairs for Public Services Development. He was the founder and former Director General of the Bahrain Institute for Public Administration (BIPA) for 16 years. Under his visionary leadership, BIPA became the leading national provider of capacity building services for the public and private sectors. He introduced innovative programs and projects in training, coaching, assessment, research, and consultancy. He was also the founder and former President of the Middle East and North Africa Public Administration Research (MENAPAR) Network, which was established in 2014 and registered as an international NGO in Belgium in 2018. The MENAPAR Network is one of the six members of the UN Global Thinkers Network.

Dr. BenShams has received numerous awards for his outstanding contributions to the public sector, including the medal of Achievement of the First Level awarded by His Majesty King Hamad bin Isa Al Khalifa, King of the Kingdom of Bahrain, and the GCC Youth Medal for his efforts towards empowering the youth in Bahrain.

Dr. BenShams has a rich background in the public and private sectors. He served as Assistant Secretary General for Human Resources, Finance and Administrative Affairs at the Ministry of Cabinet Affairs and the position of Director of Statistics at the Central Informatics Organization (currently named iGA). In addition, he served in several private sector companies before joining the government. He holds a BA degree in Instructional Computing from King Saud University in KSA, an MSc degree in Information Systems and Office Automation from the University of Leads, and a PhD in Organizational Behavior and Strategic Management from the University of Bradford, UK. He is also a eminent speaker and author with several published books and conference articles.
